It's a constant value resulting from the height of the column, and can be slightly adjusted (by lengthening or shortening the tension wire) depending on your shooting needs and preferences.  The current setting (measuring from floor up to the diffuser facing down) is: Highest - 168cm, Lowest - 65cm [check the pictures!]  For the reference, the ceiling is 233cm high.  I hope what I'm describing makes sense.
